In the time when the wilderness was at its peak in terms of activity it was akin to OSRS Gold an food chain. Trainers and single person pkers were hunted by unorganized, small multi-player groups (teams) Small organized clans hunted the teams, while larger clans that were organized hunted small clans and each other.
There aren't any trainers at the moment (there are still places for mining rune and I don't know whether the boneyard is still in existence) This means that this type of activity is dead. In freeplay where I play, the deep wilderness is probably as safe as most the other areas in the freeplay world.
Jagex helps help clans by establishing items to support clans, like clan chats or citadels. If they really intend to assist clans, they need to focus on increasing wilderness activity. Incentivize people such as trainers to venture out into the wilderness. This could be in the form of experience benefits and perhaps more training areas.
And get rid of these single combat wilderness realms. Let the wilderness be left to its own with only single combat zones, or make single-combat players utilize a different PvP zone.
